Historically Disadvantaged Business Assistance Program (HDBA)
Program guidelines and application details are currently being developed. Additional information, including eligibility requirements and timelines, will be shared here as soon as it becomes available.
Updates are not expected immediately, and we encourage interested businesses to check back periodically.
In the meantime, here are some things you will need to gather in anticipation of the application being released:
- All of your Contact Information
- Date your business was established
- Business Formation Documentation (Registered with the State of Pennsylvania)
- NAICS Code for your business (NAIC Lookup)
- Federal Employer Identification Number
- 2025 Federal Income Tax Return
- 2024 Federal Income Tax Return, if applicable
Short Answer Questions
Be prepared to answer the following questions in short answer form. Short answer questions will be limited to approximately 150-200 words. Be honest and specific in your short answers.
- Products/services you offer
- Steps you’ve taken to grow your business
- Challenges you’ve faced (and how you’re addressing them)
- What topic areas you’d like help with
