NEPA Transportation Programs
The Northeastern Pennsylvania Alliance, designated by the Commonwealth of Pennsylvania as the Metropolitan Planning Organization (MPO) for Carbon, Monroe, Pike, and Schuylkill Counties, convenes the Northeastern Pennsylvania Metropolitan Planning Organization (NEPA MPO) Technical Planning Committee, Policy Board and Transit Subcommittee, which serve to assist and advise NEPA with assessing the transportation needs of these counties. The NEPA MPO Committees consist of members from each of the four MPO counties, transit providers and PennDOT. A list of the committee members can be found here. The NEPA MPO recently approved its 2017-2020 Transportation Improvement Program. More information and the TIP documents can be found here.
The NEPA MPO recently updated its Public Involvement Plan including the Title VI Nondiscrimination Plan and Limited English Proficiency Plan. More information can be found here.

The committees review the area’s Transportation Improvement Program (TIP), which is the primary funding source for the counties’ highway and bridge projects, and transit system improvements. Through the TIP, transportation projects are identified and advanced to provide for the restoration and development of an intermodal transportation infrastructure, which supports economic development by creating a safer and more efficient travel environment for the movement of people and goods.
NEPA also convenes the Focus 81 Committee as well as assisting in the administration of the Safe 80 Taskforce. In addition to the administration and oversight of these committees, NEPA staff participates in numerous committees and advisory groups which include:

The Northeastern Pennsylvania Alliance (NEPA) has partnered with PennDOT to launch the Local Technical Assistance Program (LTAP) training series in the NEPA Metropolitan Planning Organization (MPO) region, which includes Carbon, Monroe, Pike and Schuylkill counties; the Lackawanna-Luzerne Metropolitan Planning Organization (MPO) region; and Wayne County.
The NEPA Alliance is also conducting an inventory of local bridges between 8 and 20 feet and local roads. The inventory is being conducted in the four MPO counties of Carbon, Monroe, Pike and Schuylkill as well as Wayne County. Once complete, the inventory will provide PennDOT with a full picture of the local road and bridge network and its transportation needs.
