The Procurement Technical Assistance Center(PTAC) at the Northeastern Pennsylvania Alliance (NEPA) is the only PTAC covering Carbon, Lackawanna, Luzerne, Monroe, Pike, Schuylkill & Wayne counties in Northeastern Pennsylvania. The center has been in existence for twenty-five years. The PTAC serves as a liaison to help local companies, usually small businesses increase sales and growth for our regional economy. NEPA's PTAC staff provides marketing and technical assistance to qualified, competitive companies who wish to bid on government contracts and also works with government agencies to help locate suppliers in the region. The tools available from NEPA's PTAC can help companies market their products and qualify their business to be a leading contender in winning a contract with a state or federal agency.

The Procurement Technical Assistance Center (PTAC) supports government agencies and government prime contractors by supporting small businesses interested in doing business with them. The PTAC also assists with identifying potential sub-contractors in diversified areas such as, Small, Women-owned, Minority-owned, SBA 8 (a) Certified, Veteran-owned, Service-disabled Veteran-owned and HUBZone Certified, facilitating events and other activities.

The PTAC also supports the sub-contracting goals and requirements of government agencies and prime contractors. The PTAC sponsors an annual PTAC EXPO to aid in this effort. Co-sponsors, Sponsors and Partners are always welcome to provide funding or marketing to assist the PTAC in getting the word out to potential government suppliers throughout the PTAC’s seven-county region of Carbon, Lackawanna, Luzerne, Monroe, Pike, Schuylkill and Wayne Pennsylvania and beyond. The NEPA PTAC provides free assistance with the following:

Interpretation of Solicitations
PTAC can help decipher solicitations by reviewing contract clauses, terms, definitions and requirements to ensure your interactions with bid target agencies are correct, complete and powerful.

Assistance with Government Registrations and Certifications
Certain certifications and registrations are required to contract with various levels of governmental agencies, while others help businesses to be more competitive in the government marketplace. PTAC provides assistance with Central Contractor Registration (CCR), Online Representations & Certifications, Application (ORCA) registration, HUBZONE, Section 8 (a) Program, PA State Certification for Women and Minority-owned Companies, Veteran and Service Disabled Veteran-owned Business Certification.

Marketing Assistance
The NEPA PTAC helps businesses determine their target government markets for products and services. PTAC Staff assist with matching government buyers with regional suppliers.

Specifications, Standards and Drawings
The NEPA PTAC also helps locate necessary documents for solicitations.

All other areas of selling to the government
It is our job to assist small businesses with selling to local, state and federal government agencies and government prime contractors.  If a small business has questions in any area of selling to the government, we will work to help answer those questions.  This can range from packaging requirements and technology, to practicing a presentation.

Training and Seminars

The NEPA PTAC hosts a number of training sessions and seminars throughout the year to provide the practical, hands-on information you need to do business with the government. Topics have included:  How to Do Business With Defense Logistics Agency, Federal Laboratory Consortium Small Business Technology Transfer and Small Business Innovative Research Programas, Government Certifications, Bonding and Doing business with PA Department of General Services: “How to Do Business With the State" and “How to get PA State Certified as Women or Minority Business Owners”  HUBZone and CCR Certifications as well as NEPA’s annual PTAC EXPO.

Training for Clients in NEPA’s Rural Counties

Every third Tuesday of the month, PTAC staff will be on hand at the Schuylkill Chamber of Commerce to counsel clients throughout Schuylkill County in all areas of government contracting, especially with hands-on assistance with CCR and HUBZone Registration. Schuylkill County is a Historically Underutilized Business Zone (HUBZone). 

Every second Wednesday of the month, PTAC staff can provide one-on-one technical assistance to clients in Monroe County in all areas of government contracting especially with hands-on assistance with CCR and HUBZone Registration.  Please make appointments with Denise Burge at the Greater Pocono Chamber of Commerce.  Monroe County is a Historically Underutilized Business Zone (HUBZone).

Computerized Bid Matching Service

A software tool that searches numerous government databases for bid leads that match your company’s criteria, including FedBizOpps, Defense Logistics Agency buying centers, Blue Tops, Pennsylvania State Department of General Services, and other agencies locally, statewide and  nationally through USABID.  Bid leads are sent via e-mail.

 Client Reporting Requirements

PTAC provides advice and assistance free of charge, but clients must fill out all required and requested forms, when asked.  This information is necessary for reporting accurate information to our funding partners (Department of Defense and Pennsylvania Department of Community and Economic Development, Legislators and NEPA Board of Directors).
