NEPA provides a wide-range of services to local governments with a focus on creating efficiencies, long-term viability and best practices. Services that NEPA provides are:

1. Financial, Operational and Managerial Assessments – NEPA works with the municipality to identify inefficiencies and inadequacies and develops short and long term recommendations to correct or improve upon them, along with best practice examples.
2. Local Government Consulting and Facilitation – NEPA provides a wide-range of consulting and facilitating services to local governments from Act 47 Financial Distress Coordinator, Early Intervention Program Consultant, Government Study Commission Consultant, COG/Partnership Facilitation
3. Project Funding Searches – NEPA will identify potential funding sources from state and federal government sources to private foundations, among others for a local government project
4. Grant Writing – NEPA occasionally assists municipalities with grant applications from advice, review and actual writing
5. Research – NEPA provides research to local governments on a variety of issues and concerns
