Energy Assistance Program
The goal of the Northeastern Pennsylvania Alliance Energy Assistance Program (NEPA) is to help local governments, schools, and hospitals reduce their operating costs and energy consumption through education, training, and service delivery focused on conventional energy demand reduction.
NEPA Services
NEPA will be offering a variety of services and programs including:
- Technical Assistance – NEPA will assist in Finding the Funding - Grant and loan availability for assessments, planning and capital improvements
- Grant Writing for Multi-Municipal Projects
- Identifying Energy Experts & Contractors
- Bulk Purchasing Opportunities
- Advocacy and Policy Initiatives
- Utility Bill Analysis – NEPA will provide a comprehensive report including spreadsheets detailing energy consumption and cost as provided by the local utilities billing process.

- Energy Assessments & Audits - NEPA can assist clients in obtaining Energy Assessments and Audits to properly develop feasible energy efficient projects and also:
- Identify Energy Experts & Consultants
- Identify Energy Service Companies (ESCO’s)
- Industry Leaders
- Federal and State Agencies
- LED Traffic Signals Conversation - NEPA can assist municipalities convert to this energy-saving technology by providing:
- Technical Energy Analysis and Audit: including traffic signal inventory and electric usage analysis and ten-year cash-flow projections
- Funding: Up-front financing for installation and the identification of grants
- Guaranteed Savings: Energy savings will be greater than implementation costs for five years.
- Total Project Management & Expertise: Only proven products and technologies are used.
- Energy Measurement & Verification: Ongoing energy usage assessment and continued quality assurance.
- Grant Writing Assistance for multi-municipal, county wide or council of governments (COG) wide projects that can generate savings quicker
- Cooperative purchasing assistance through COSTARS
- Development of Request for Proposals (RFP) for conversion projects
Energy Advisory Council
In order to assure the successful implementation of our Energy Assistance Program, the Northeastern Pennsylvania Alliance has formed an Energy Advisory Council (EAC) to guide our efforts and provide expert advice as pilot projects develop as result of our program. The EAC will also assist us to:
- Identify agencies, organizations and businesses that offer services, programs or funding that compliment our energy program;
- Provide referrals to consultants and experts as needed;
- Develop partnerships to best service our clients needs; and,
- Assist in the development and marketing of energy workshops and seminars
