Regional Action Plan
As the Local Development District representing Carbon, Lackawanna, Luzerne, Monroe, Pike, Schuylkill and Wayne Counties, the Northeastern Pennsylvania Alliance was approached, through the Local Development District Association, by the Commonwealth to provide professional assistance toward the development of a Land Use, Transportation & Economic Development Regional Action Plan for the Northeast Region of Pennsylvania.
In order to maintain a common approach to the integration of land use, transportation and economic development initiatives and decision making, the Commonwealth has defined ten (10) planning regions to formulate and implement Regional Action Plans to better coordinate planning efforts and available resources. Although, the development of the Regional Action Plan will utilize a common approach, each plan will recognize the unique characteristics and needs of each region. This Commonwealth-wide approach was developed based on the feedback from the Regional Conference on Transportation and Land Use for Economic Development which was held on May 19, 2005 in Wilkes-Barre, Pennsylvania.
To assure the development of the Regional Action Plan includes regional and local perspectives from economic development and transportation stakeholders. The Northeastern Pennsylvania Alliance has initiated a Steering Committee to discuss, assess and develop a Land Use, Transportation & Economic Development Regional Action Plan. The kickoff meeting for the initiation of the Regional Action Plan was held on February 20, 2007 at 11:00 am at Convention Hall, Pittston.
The Regional Action Plan Steering Committee is being chaired by Bill O’Gurek, Commissioner, Carbon County and vice-chaired by Commissioner Donna Asure, Monroe County. The success of this initiative will rely upon a unified statewide approach and the participation of the regional committees to cohesively identify common goals, initiatives and projects that will establish a framework for a more regional approach to sustainable economic growth.
Steering Committee Meeting-February 20, 2007
From the initial Steering Committee meeting on February 20, 2007, it was decided that NEPA would hold regional Outreach Forums in our seven county service area for the purpose of soliciting local input about the major issues affecting our region.

Carbon County Outreach Forum
On April 18, 2007 in the Carbon County Courthouse an Outreach Forum was held to discuss the development of the Land Use, Transportation & Economic Development Regional Action Plan.
Lackawanna/Luzerne County Outreach Forum
On May 16, 2007 at Convention Hall, Pittston an Outreach Forum was held to discuss the development of the Land Use, Transportation & Economic Development Regional Action Plan.
Monroe County Outreach Forum
On May 31, 2007 at the Monroe County Public Safety Center an Outreach Forum was held to discuss the development of the Land Use, Transportation & Economic Development Regional Action Plan.
Pike County Outreach Forum
On May 21, 2007 in the Pike County Commissioner’s Meeting Room an Outreach Forum was held to discuss the development of the Land Use, Transportation & Economic Development Regional Action Plan.
Schuylkill County Outreach Forum
On July 31, 2007 in the Schuylkill County Courthouse an Outreach Forum was held to discuss the development of the Land Use, Transportation and Economic Development Regional Action Plan.
Wayne County Outreach Forum
On August 2, 2007 in the Wayne County Park Street Complex an Outreach Forum was held to discuss the development of the Land Use, Transportation and Economic Development Regional Action Plan.
