The Community & Government Services Division delivers regional transportation planning and programming, administers several programs offering assistance to local governments, coordinates special regional projects and planning initiatives, conducts specialized government service contracts and oversees NEPA’s affiliate Nonprofit & Community Assistance Center (NCAC). "It is my vision that our present programs will only be considered as an embarkation point from which we will develop expanded services to meet the needs of local governments and community organizations." Alan continued to explain that "as a Local Development District organization, this agency was established by the Commonwealth to service the constituency of our region and considering the challenges facing local governments in the Northeast, it is our responsibility to strive toward providing the most effective assistance we could possibly offer."
